why l2tp and ikev are use ipsec for data security?

I recently get a service of a vpn and using it frequently. For getting information, I read about their different protocols but the thing is why l2tp and ikev are use ipsec for secure and encrypt users data?

Layer 2 Tunneling Protocol (L2TP) is a VPN tunneling protocol that allows remote clients to use the public IP network to securely communicate with private corporate network servers. L2TP uses PPP over UDP (port 1701) to tunnel the data.

IPsec is used in a wide range of applications at the Internet Layer of the Internet Protocol suite.

Used together, L2TP and IPsec are much more secure than PPTP (Point-to-Point Tunneling Protocol) but are still more suited for anonymization than for security.
